Public Procurement Lawyer | Administrative Law & Legal Advice

Legal Talent Search, a Kapital HR project in partnership with Juridice.ro, is recruiting for a law firm a Public Procurement Lawyer with a minimum of 3 years of relevant experience, to provide specialized legal assistance in the field of public procurement, administrative law and legal consultancy and to manage complex projects for clients.

Responsibilities:

• Providing legal advice on the application of legislation in the field of public procurement, concessions and public-private partnerships;
• Analyzing tender documentation, specifications and contractual terms and identifying legal risks;
• Providing legal support in developing strategies for participation in tenders and assisting clients throughout the entire award process;
• Drafting and/or reviewing requests for clarifications, challenges, complaints and other documents related to procurement procedures;
• Monitoring deadlines and stages of procedures and analyzing documents submitted by contracting authorities and economic operators;
• Participating in negotiations and meetings with clients and the authorities involved;
• Representing clients before the CNSC, courts and other competent authorities;
• Preparing the legal strategy for litigation and disputes in the field of public procurement and drafting procedural documents;
• Maintaining professional and constant communication with clients and providing updates on the status of procedures and cases;
• Monitoring legislative changes and relevant case law and contributing to the development of the firm’s internal know-how;
• Coordinating junior lawyers or paralegals, depending on the level of seniority.

Requirements:

• Law degree and membership of the Bar;
• Minimum 3 years of relevant experience in public procurement;
• Experience in consultancy and/or litigation in the field of public procurement; experience in a business law firm is an advantage;
• Solid knowledge of public procurement legislation and administrative law;
• Very good legal analysis, argument structuring and legal drafting skills;
• Ability to manage several projects simultaneously and work under deadline pressure;
• Solution-oriented approach and good understanding of the commercial impact of legal decisions;
• Very good communication and negotiation skills;
• Advanced level of English;
• Very good Microsoft Office skills; experience with SEAP/SICAP platforms is an advantage;
• Rigor, autonomy, proactivity, responsibility and ability to work in a team.
